Looking for a Police Chief for Kauai
The Island politics always interest me – not so much because I am a politically active person as I am not, but rather because I enjoy watching how things work here, or don’t work. Take for example the search for a Kauai police chief. Kauai has been without a chief of police for just over a year. There is an article in today’s Garden Island Newspaper (Kauai’s daily newspaper) indicating that the Police Commission announced the names yesterday of the 3 finalists – actually only 2 of the names, citing “sensitivity issues” surrounding the third candidate’s present assignment. One is from New York while another was formerly with the Honolulu Police Department.
What interests me is that there is apparently a State residency requirement of one year in effect, a requirement that concerns the American Civil Liberties Union-Hawaii. The article goes on to say that: ACLU-Hawaii legal director Louis Perrin said at the onset of the search that while it’s important for residency to be a factor in the ultimate choice, “it is unconstitutional preclude all individuals outside of Hawaii from the opportunity of even applying.”
Does that mean you should move to Hawaii when you start the screening process in order to get a jump on the 1 year residency requirement? Maybe not. Police Commissioner Thomas Iannucci commented “The residency issues—we’ll deal with it when we deal with it. What we’re looking for is the best candidate.”
So even if you do get the job, if you are not a Hawaii resident, you may have to wait a year to accept your new position. I wonder how many other agencies have residency requirements like Hawaii? To read the entire article written by Amanda C. Gregg, click here.
